Conducting security advance for the Asia-Pacific Economic Cooperation summit while serving as the U.S. Secret Service Resident Agent in Charge in Moscow, Mr. Deetz's observations on route security led to the President of the United States declining to attend. The work was conducted in a foreign operating environment, in the language of a counterpart service, against a security picture that did not yield to Western assumptions.
